If that's the case, I think many of the module POM files list the 
following for the license info:

  <licenses>
    <license>
      <name>Lesser General Public License (LGPL)</name>
      <url>http://www.gnu.org/copyleft/lesser.txt</url>
      <distribution>repo</distribution>
    </license>
  </licenses>

And that URL points to the v3 license, not 2.1.
