You are right to raise this issue since we all realize the PMC is indeed
quite ill. However, merely appointing new members to the board offers no
promise of actually revitalizing the leadership. It seems more radical
action is needed.

all to step down so that we could run the project by consensus rather
than by fiat for a while, i.e change the dynamic. Please realize that
none of this is intended as a comment personally to any of you as human

the leadership you six have brought to GeoTools in 2008-2009.

While PMC members have moral responsibilities towards the community and
technical obligations to the project, few of you are contributing to the
level of a leader and none of you have been following your obligations.
The moral responsibilities of the leaders of a free software project are
obviously ambiguous but perhaps involve placing taking decisions in the
best interests of the project, nurturing the community around the
project, reaching out to other groups, addressing the divergent
interests, and building the project for the long term. The technical
responsibilities of PMC members are spelled out in the developers guide
which I am sure none of us have read for a long, long time but contain
clauses that none of the PMC members are following. Perhaps those
requirements are obsolete but the correct course of action then would be
to change such regulations not to ignore them. 

The juxtaposition of a governance system based on a PMC, coupled with a
dis-functional and non-functioning board, exacerbates the difficulties
we are having as a community. Having a board suggests we should turn to
that leadership to resolve community issues yet that leadership is
absent. In a community, perhaps the dynamic would be different and we
would know we have to turn to each other for resolution.



So that is my 'thinking lately'. This is not yet a formal call for no
leadership or new leadership but a response to you about my feelings on
the subject. 

Regardless of your perspective on that particular issue, the fact that I
am even raising the suggestion ought to prompt each of you into a
self-examination of your own position. Probably at this juncture, it
would make sense for each of you members of the PMC to justify
yourselves to the community: explain why you should still be assumed to
have the time and interest to lead both the project and community,
explain to what extent you consider yourselves involved, explain why you
are still on the PMC rather than playing soccer with some kids in the
back yard or playing music with the neighbours. In other words, perhaps
you should act as if you were running for election --- it might help
revitalize the full PMC.
