So the first mail about skipping geotools 3 that I have in my mail
client is dated
April 5 "Proposal: Skip GeoTools 3". There has been no discussion that
I can see on gt-devel before that.
I've been pointed out that some discussion happened on gt-admin, unfortunately
I was not subscribed to that list at the time.
The first commit was on April 10. So it means I had 5 days to look at it,
not 12.
Also my first mail asking about it was turned into a +1 vote without me
really expressing an opinion on the proposal.

Compare that with my last proposal, rendering transformations:
- first discussion on mailing list in December 2010
- proposal and further discussion Jan 20
- first commit Feb 4 (15 days after the proposal)

Now I'm not saying that every proposal should be this stretched out,
But having a bit of discussion on the devel list, then a proposal, then
time to gather some votes would be appreciated.
