I am just going to be more blunt for a second ...

The GUI modules are not in scope for the GeoTools library - simply based 
on lack of people. If a volunteers is found (perhaps you?) then we would 
be happy to support the effort in terms of version control, build 
system, testing and so on.

GeoTools already includes the data format support, the rendering support 
and so on. Putting that all together into an application is "left for 
the reader" :-) There is an example of one way to proceed in the form of 
a "mappane" swing widget. But seriously it is just a tool to get you 
started - show us what you can do!
