Hi Jody, yes, it's possible to use the work we did. The project under which it was done (HUMBOLDT) has released it's software as LGPL 3, and you are welcome to take up anything you need (otherwise I wouldn't have suggested to take a look).
If this specific patch we included here is still needed (after all, it patches 2.6.4 and not the current trunk), we can send it to you. Getting commit access is right now probably not necessary, but might become interesting. We are evaluating a bigger code contribution related to GML application schema management and GML writing.
