I have the time and resources (a CSIRO salary) to make non Eclipse bound
Geotools jar's with bnd plugin for Maven, from the safety of Eclipse using
m2eclipse and bndtools. Jody wants us to create an osgification branch and
throw all the previous work together in there and sort it out and I am in
for it.

So far I count 3 separate attempts at OSGi modifications with SPI getting in
the way - Harald's (UdigLite) and the couple of attempts on this thread.

We should get an action group together and push for it.
