It could be, but as I comment in the other email thread,  taking into account  
the new Filter Encoding  2.0 (version 2.0.0) specification which allows 
Geometry or Envelop as argument, we could think to provide a geotools 
implementation, that mean a change in the api and new implementations for 
filter and cql/ecql (mmm ... I would like deprecate cql).
