I think a good success story for a web enabled digital spatial
dataset metadata catalog is the Canadian project, RésEau. I eneded up
doing a brief presentation for a GIS class on the project: notes in

This may not be exactly what you have in mind -- the project is a
metadata consumer about spatial datasets not a metadata creator.
