Alan,

I think a good success story for a web enabled digital spatial dataset metadata catalog is the Canadian project, RésEau. I eneded up doing a brief presentation for a GIS class on the project: notes in delicious http://del.icio.us/judielaine/GEOG052:MagazinePresentation

This may not be exactly what you have in mind -- the project is a metadata consumer about spatial datasets not a metadata creator.

Building Connections between Canada's Water Data - GSS Natural Resources edit / delete RésEau aims to explore how a single, cooperatively developed water information program can improve the way that water data are obtained, as it supports a more comprehensive and relevant system for analysis and interpretation.
