Yes, some catalogues are indeed "in production", for example that of the
Cataluña SDI.

Or the U.S. GeoSpatial One-Stop. 

However it would be fair, I think, to say that participation in such
enterprises has been, well, slow in coming.  Similar projects have been
around for at least a decade, however I'm not sure that today people are
discovering much more geoinfo using these methods, or if Google and similar
IR techniques are already overtaking these digital library-based techniques.
