NO, don't use cedar.  It causes serious respiratory problems.

What bedding are you using now?  It sounds like a contaminant
in the bedding you're getting....some sort of dust.  (every time
you change the cage their noses turn red).  Have you tried just
giving them shredded paper toweling for bedding and nothing
else just once?  If their noses turn red again, then it might be
the disinfectant you're using to wash the cage down with.

Chasing allergies is a real problem.  Good luck.
