I agree with Deb- give them only plain white tissue for bedding.

When cleaning the cage, unless there is a specific reason to disinfect
(illness or infestation) rinsing and wiping it down with hot water should
be more than sufficient. It is possible that any soap or cleaner could be
irritating them.

It is not  likely to be a respiratory infection in the absence of other
signs (clicking noise with breathing) and because it acts up after they
have been cleaned. You could put a thin coat of a basic antibiotic ointment
on the irritated area to speed healing- just make sure not to clog their
nostrils.
