The only legal way to ship is either air freight (with
veternarian certificate of health) or sending them with
someone going that way (car ride-share).
Ground freight carriers won't talk to you unless you
can fill a whole semi going from point a to point b.
All the mail/freight shippers won't accept them
(DHL, FedEx, UPS).
Shipping by the USPS is illegal and a felony. And
any postal clerk that tells you otherwise doesn't know
the federal code (a lot of them don't) and are also
liable for aiding and abetting a felony if they take
the box from you. And falsifying contents is also
a felony.
Best bet is to arrange a rideshare with someone
going that way.
