Create a Gerber → .pcb conversion tool. Result is metal layer or
footprint editable by PCB. This might be a Perl script. (Bounty)

Wouldn't libgerbv and a hack fit the bill? Or even "just another
backend" (TM) fit the bill? Julian has managed to export gerbers from
gerbv, so why not PCB?
