Hi!

I am not a developer of Gerbv. But what you want needs more
background information than just the plain gerber data from the
files to determine whether elements are electrically connected
or not.

You need to check the drill data as well (plated/non-plated).
The Layer Stackup needs to be known to Gerbv.

But once all the data is there, you could work your way
throught the Layer Stack with some Logic.

Example: when you have Copper on Layer 1 AND a plated drill
on the layer in between L1 and L2 AND Copper on Layer L2 then
the elements are connected (somehow).
