The programmes have not been broadcast in the last 30 days, so they will
not be cached. As you say, you can use --pid and --pid-recursive. This
is what the documentation says.

Cache basics
get_iplayer maintains a local cache of programme data indexed from BBC
schedules. This is used for searching and support of PVR functionality.
Key points to remember:
Indexing only covers programmes scheduled for broadcast on BBC
linear services in the past 30 days. BBC Three, iPlayer exclusives and
red button programmes are not indexed.
