PolicyEntry.useMessageGroups (default true). When false, Queue.assignMessageGroup returns immediately: no consumer is ever assigned a group, no ownership is recorded, JMSXGroupFirstForConsumer is never set, and a group's messages are dispatched across consumers like any other messages.
