IMO it can be considered to be.  I'm not aware of any common distributions that 
don't come up packed with all GTK libraries, which depends on Pango, Cairo and 
whatnot.  IMO, Geany itself has no non-"core" hard dependencies, the only open 
that might not be is libvte on GTK2, but it's runtime-optional.

Plugins are a different story.
