Hmm, For a `Device::Stream` I guess we'd probably want that to be
represented by passing around a `unique_ptr` of it? Or in the case here, maybe
we take the stream via const ref and for a CPU the internal stream is null? I
think at the moment the assumption is precisely what @kkraus14 suggested that
for CPU it would just take a `nullptr` and be a no-op.
