Yes, we have two flags about log level overrides, another one is in
DataflowWorkerLoggingOptions but this option class is deprecated. So I just use
the existing `sdk_harness_log_level_overrides ` unless we want to create
another option flag. I agree `--log_level_overrides` would make generic sense.
