Adds terraform for utility cluster which is to be used for test infra.
- Uses existing GKE module from .test-infra/terraform
- Adds a name override to GKE module, when a predictable name is needed.This
is mostly so we can have a stable name in all the workflows that need to access
this cluster
- Install kafka using helm instead of versioned manifests
- Remove namespace from kafka kustomization to allow installing in workflow
temporary namespace
- Bump kafka version to support newer operator
