You can still link them together by adding Repo A as a new remote in your
checkout of Repo B, but by default you do not have permissions to push to
it.

If the maintainer of Repo A made you a collaborator you could get a special
URL in which you could automatically push.

Pushing to Repo B will not necessarily notify Repo A's owner.  If you do
make a important commit (or series of commits), you can send Repo A's owner
a "Pull Request", where you select the owner and explain why they should
pull from your fork.
