My apologies -- the piece is not "recent" as I thought, but a little
more digging shows that it was published in 1992. See:
http://www.cato.org/research/subtopic_pub_list.php?ra_id=10&topic_id=87&pub_list=3

Be that as it may, a truly recent (July 2, 2006) article by Lindzen at:
http://www.opinionjournal.com/extra/?id=110008597
suggests his views have changed little in the intervening 14 years.

He wisely doesn't repeat the infamous "98%" claim, instead merely
contending that CO2 is "a greenhouse gas--albeit a minor one."

Note also the claim that "most of the climate community has agreed" that
temperatures have remained "essentially flat since 1998." It's
surprising that a scientist of Lindzen's stature is unaware of the
extraordinary El Nino event of 1997-98.
