facilitate the resumption of new nuclear power plant construction at the 
pace set in the mid 1970s, because it would lower the cost of nuclear 
electric power lower than coal, and it would stimulate capital flows into 
China and India if they decide to build new nuclear plants instead of coal. 
Most of the 4,000 new plants world wide by 2100 will likely be installed in 
India and China because that's where most of the new people will be 
installed.
