It was the idea of the US that India & China should be left out of the
Kyoto protocol, and only brought in at the second round.
Now the US are refusing to join the second round, and effectively
scuppering it. They can't blame India and China's exclusion for
joining in that, since China and India are involved.
Moreover, GWB is not claiming that reductions by the US would be
ineffective without China and India. He is claiming that it would give
them an unfair economic advantage over the US. Meanwhile he
seems quite content to take advantage of his own economic advantage
over Europe and the rest of the world who have signed up to Kyoto.
So much for free and fair trade!
