If you click on "search" and then enter
+global warming without quotes on this page (the simple search page) then it seems that you find all the instances. So I guess it could just be a really buggy, inconsistent, poorly designed, poorly documented interface But, you can enter "addiction to oil" on the main page and get hits on press briefings with that phase.
