Dick, I don't know the specific law. but it was suggested that you call FAA and tell them what's going on. I'm sure they would be interested in talking to this character. The thing I'm wondering is about the folks who are not pilots and evidently have little interest in aviation otherwise. Why on earth would they buy a place on/near airport property? Makes no sense to me.
