There's no doubt that "reckless endangerment" applies.  Not to mention
failure to yield the right-of-way. The local law people may need a push to
enforce the law, though.
 
It might be better to try inviting the miscreant along for some flights
and win him over, if you can.

I live on a private airpark runway.  Several of the non-pilots who own
lots and pay the maintenance fees insist that as such, they have the right
to walk or ride their bicycles on the runway even though the signs say
"aircraft only".  One is so adamant that he has stood in the middle of the
runway while aircraft are on approach to as close as passing over the
threshold and must abort their landing and go around.
 
Can anyone cite any LAW that would apply to this circumstance?
