I would check the sub-division covenants and restrictions and homeowners association by-laws first. One or both may prohibit any use of the runway except for aviation purposes. They may also allow the homeowners association to pass rules and regulations regarding use of the runway, etc. Most covenants and restrictions and homeowners association by-laws may be enforced in the courts by a landowner/member.
