Mike; I have been told that if both the log books and the data plate are
missing, the FAA does not want to have anything to do with it. If only the
log books are missing, generally the FAA will inspect the airframe, and if
it is as represented, and passes an on-condition inspection, will consider
it air worthy. If the data plate is missing, but all the logs are there,
along with registration and airworthiness certificate, likewise, they will
issue the request for a new data plate.
It sounds like something is fishy in "Coupeland."
