Seems like the two were thinking the header was a little low due to the annual (runups, etc.) and thought it will get back up again. I had the similar with my brothers coupe coming out of annual. But that time the fuel shutoff to the pump was closed and I did not dared to start until I saw the header climbing. By the way, It took me a while to check the obvious ... who would close the pump shutoff ??..
