Here is MY read of what Google is doing, in three steps.

(1) In October 2012, they introduced the new Compose window, to folks
who wanted to try it.

They told us about it, but nobody was switched to it. You had to
opt-in if you wanted it.

(2) Last week, it became the default for everyone.

Meaning, they switch everyone's accounts to the new Compose window,
but you can still opt-out (for now).

(3) Eventually, at some yet undetermined point in the FUTURE, it will
become permanent. The option to opt-out will go away.

So when will (3) happen? I'm guessing 2-4 months from now. But who
knows, maybe it's only 4 weeks.

I simply don't think Google combined steps (2) and (3) into one.
That's not like previous rollouts Google has done. And that's NOT
what their Gmail blog entry says. It only says they are making new
Compose the default for everyone. "Default" implies other options.
It does not say they are making new Compose permanent, aka the only
option. Yes I know they will do that eventually, but I do not think
that is what they did last week.
