I agree that announcing that something is the default does not mean that it is the only option. I would think it only means that it is the option that you will get in the absence of your taking steps to get something else, i.e., the old compose window.
So whereas before those of us who wanted to try the new interface had to click something to indicate that we wanted to try it, now those who don't want the new interface have to click that hidden option to switch back to the old one.
