It is not permanent for me. Since Google made this announcement, what changed for me is only that my Gmail account was switched over to the new Compose window. I can (and in fact did) revert back to the old compose window, for now. The instructions for doing that were given in another thread in this group, and repeated in my reply earlier in this thread.
