Check in your Chrome settings>Show advanced settings>System that 'Continue
running background apps when Google Chrome is closed'.

The icon should now appear in your system tray, just as in Win7. Also, have
you signed in to Chrome on the new computer? This should synchronize your
apps, including Gmail Offline.
