This doesn't make sense. If you close down Chrome and then open Task
Manager, do you still see an instance of chrome.exe? You should if it is
set to run in the background. Perhaps try turning that setting off and on
again. Failing that, remove and re-install Chrome. Reboot the computer for
good measure.

Just because Chrome is your default browser does not mean that you are
signed in but since you say all the data is synced then you must be.

Did you create the shortcut from the Chrome App Launcher? Mine just says
'Gmail Offline'. Neither Chrome or Win8 has any idea which account you
consider as your 'primary'.
