You purchased an Android based phone which is tied very closely with your
Google account.  When you setup your phone you signed into your Google
account.  I am sure they have many Google programs pre-installed on the
phone and once you signed in with your Google account those apps were
active.  I wouldn't be surprised if Hangouts was one of those programs and
is now active and signed in all of the time.
