I'm removing my changes that set PublicEditorsGroup as the only users
allowed to modify the public (Www) web. I will return to allowing any
registered user to modify the pages - just not TWikiGuest.

The rationale is that we're losing too much by implementing
PublicEditorsGroup. (Can't do carpools, polling, ...)

And I just realized that we already have "registration moderators".
Betcha didn't know that - and its everyone on the WebNotify list!

I realized that in the old model, moderation occurs post-registration
instead of pre-registration; we can't (reliably) determine if someone
will attempt to spam the site from their registration information
anyway, so we need to look at what they do to the site. And undo it
and quarantine the user if we object to it (that was the purpose of
Main.HallOfShame). And because we have revision controlled content, we
can revert any topic someone modifies.

| Well, I didn't want to take away the Wiki philosophy for the other
| webs until someone actually abuses them. We know when things have been
| suspiciously modified by the nightly notifications. For instance, if a
| new user starts modifying pages, and the modifications are
| non-innoucous, then we can take appropriate actions, including locking
| that user out. Iff it becomes a frequent occurrance, then we can start
| locking newbies out for a period of time - which might require some
| coding.

| The Www web is the "public" presence, and thus is the best place for

| to control the content the most.
