I'll let someone else say this with any degree of confidence, but in
the back of my mind is a vague thought that there may be  @ $20K/yr
threshold before you really need to do anything.  However that is only
a vague thought and not to be relied upon.

Regardless, the issue is to apply you need to have an organization
structure and budgets and projections and proposed endeavors/mission
statement type stuff.  All of
which has been a source of debate in the past and I suspect remains the
real sticking point to moving forward with any IRS application.  Once
you have that stuff, the application is not all that bad to complete as
I recall.
