AFAIK, we've always had (at least implicitly) the policy that anyone
who wants to be a part of GNHLUG can.  AFAIK, it's been the same for
the SIGs as well.  I'm not seeing how being a "member" of a SIG opens
GNHLUG to any more liability than being a "member" of a local chapter.
