  This is called "bandwidth shaping" in Linux and is available in the 2.2
kernel series.  See the file Documentation/networking/shaper.txt in the kernel
source distribution.

  You are the sysadmin, no?  Write user a message: "Don't host MP3's or I'll
kick you off my system."  If necessary, employ a LART (*).
