I don't know if traffic shaping is what you should be going after here.
You might want to look into enabling disk quota. However, if you do want
to decrease the bandwidth output from the server, there are several
utilities @ Packet Storm (http://packetstorm.securify.com ) under
archives/UNIX/Auditing that might do the trick. I can't personally vouch
for any of them, since I don't have a current need for them.
