You've probably gotten several people claiming that a traffic shaper is
the way to go. However, if you are trying to restrict ftp access for a
single user, that probably won't work as my understanding of traffic
shaping is that it cannot handle a per user basis.
Try looking at proftpd. I've been told that it can do bandwidth
limiting. (This is just heresay though - don't quote me)
