Yes, after rethinking your question last night, surely proftpd is the way to go.
Shaper is good for limiting the through-put for a whole interface. Proftpd can
limit the upload/download. I think it can also work as a ratio server, but you
have to recompile it, I'm sure. I'm wondering if shaper knows ip-aliasing. If it
does, then you could set up another ip-number on the same interface (eg.
ifconfig eth0:1 111.111.111.111 up), and you could use shaper, and the ftp
daemon would listen on that alias. Sometime I will check it out, when I have
some time finally.
