Can't speak for KDE, but I suspect one problem with GNOME is that it's
FSF sponsored.  As many things as I like & admire about the FSF, their
insistance on info rather than man bugs me.  I find man much easier to
use than info.

Although GNOME now has a document (just downloaded from helix-code),
which is html-based.
