Short of installing ssh and all the trappings (which is probably the best
solution) you would use "tcpwrapper" to restrict access to telnetd and ftpd.
tcpwrapper can restrict access to certain IP addresses or ranges of addresses.
Look for a program on your system called "tcpd"; if it's not there then I
bet you can find a copy via a search on freshmeat.net or maybe sourceforge.
