I have been able to fix this (sometimes). I take a paper towel and
fold it several times in order to increase the thickness. I then hold
it to the print head in order to wick the ink through the nozzles.
This creates a wet spot of ink in the paper towel. I rub the wet spot
back and forth across the nozzles. This cleans the surface of the
print head and usually clears the nozzles.

Having several layers of paper towel are important if you don't want
to dye your fingers.
