Find out if you are coming out of a SLIC (Subscriber Line Interface Card)
substation. My house is over 15 miles from the CO, but I still managed to get
a 144 Kbit/sec IDSL feed, because there is a SLIC hut just over a mile away
from me.
Also, DSL providers can occasionally provision a line from a neighboring CO
which is closer then your "real" CO. You have to be lucky enough to have a
trunk from that CO running down your street, but it has been known to happen.
