  I generally find KDE lacks flexibility in the "I want to do it my way"  
department.  GNOME might not be as polished, but is more tweakable.  (Note:  
This may not apply as much to newer versions of KDE.)

  You can use fvwm2 with GNOME and/or KDE if you want.  There is even
supposed to be a GNOME-ized fvwm2.  I am guessing that might be a good thing
for you to investigate.  :-)
