I an see no big problem with people working off-line, if that's their personal preference for contributing. The simple thing that has to be done then, is to communicate about who does what, e. g. by popping off a mail to a mailing list saying "I'm taking this on now. Object now, or stay happy :)" There are AFAIK at least a small array of tools out there to help handle such check-out/check-in/responsibility things. What I would see a big problem with, would be forcing any contributor to use a particular tool for performing the actual translation work. Other teams seem to have solved the problem of handling dual input paths like "off-line" translators and Launchpad + Rosetta, even despite some childhood/teething problems with the Launchpad + Rosetta combination.
