The copyright notice is *required* to be either on the title page or on
the first page of music. There could be a problem with having no title
page in music distributed without binding or not printed yet because the
first page of music might not say how many pages there are, and thus the
copyright might not apply to all the pages.

A title page is necessary. :-)
